Effective January 22, 2024, many applicants must now include a Provincial Attestation Letter with their study permit application.

When a PAL Is Required

A PAL is necessary for most applicants applying from outside Canada.
You do not need a PAL if you are:

  • Enrolling in Kindergarten–Grade 12
     

  • Entering a master’s or doctoral program
     

  • Coming as a visiting or exchange student
     

  • Already in Canada and applying for a permit extension or modification
     

  • A family member of certain eligible temporary residents
     

Important: If a PAL is required and not included, your application will be refused.

How the PAL Is Issued

Once you receive your Letter of Acceptance (LOA) from a DLI, the institution submits the PAL request to their provincial government. You do not apply for the PAL yourself. Each province has its own processing timeline, and our team stays updated to ensure nothing is missed.

6. Quebec-Specific Requirement

Students planning to study in Quebec must also obtain a Quebec Acceptance Certificate (CAQ).
